An Ordinance repealing and replacing Chapter 188 ("Housing Accommodations And Affordable Housing Compliance) Article II (Affordable Housing) and repealing and replacing Chapter 160 (Fees and Charges) Section R. (Chapter 188, Housing Accommodations and Affordable Housing Compliance) to reformat and reorganize codified text.

The Division of Affordable Housing, upon the advice of the City Clerk’s Office, is presenting a new ordinance with the correct formatting, with the previous one attached for context, so that the Council can see there is no intention of changing the substance of the ordinance, only the formatting.

An Ordinance ratifying the renewal of a lease agreement with Rialto- Capital Urban Renewal Company, LLC (lessor) for the use of space at the lessor’s building located at 4 Beacon Way, Jersey City and extending the same through April 30, 2031

The City leased approximately 460 square feet of space inside the building and a portion of the building’s roof space for the sum of $1.00 per year; the City installed a Digital Simulcast Trunked Radio Communications System

the Lessor has instead executed a lease extension agreement, attached hereto, extending the lease for a shorter period of approximately nine (9) years total, retroactive to May 1, 2022, and extending through April 30, 2031

An Ordinance authorizing the extension of an amended Deed of Easement with Fourteen Florence Street Corp. (Developer) permitting the developer to make improvements on a portion of the Twelfth Street Public Right-of-way in an area east of Provost Street and continuing to an area adjacent to the North Side of Newport Parkway in connection with the construction of New Public Pedestrian Walkway.

Extension of the easement relating to the developer's agreement to construct a pedestrian walkway and Pedestrian Mall along the Twelfth Street right-of-way, be responsible for maintenance, and liability for construction.

The Division of Treasury and Debt Management requesting increase of a professional service agreement awarded in August 2025 awarded to Wilnetz, Goldman & Spitzer, P.A. by $ 117,000 for a total contract amount of $317,000.

A Resolution introducing and approving the 2026-2027 Budget of the Historic Downtown Special Improvement District; directing the City Clerk to publicly advertise the budget and schedule a public hearing; and Directing the Tax Assessor to prepare an Assessment Roll of properties within the district based upon the budget.

A Resolution of the City Council of the City of Jersey City authorizing the Planning Board to conduct a preliminary investigation of conditions of parcels at the intersection of Newark and Baldwin Avenues for possible designation as an area in need of redevelopment with the power of condemnation, pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40a:12a-1, et seq.

The two assemblages are: (1) surface parking lots that surround the County building known as County Plaza, located at 257 Comelison Avenue (the “County Plaza Site”); and (2) parking lots on the corner of Newark Avenue and Baldwin Avenue (collectively, the “Newark Avenue Site”), across the street from the Brennan Courthouse.

A Resolution authorizing the renewal of a cooperation agreement with the Jersey City Redevelopment Agency to further the goal of developing the Morris Canal Greenway.

The purpose of this Resolution is to renew an existing Cooperation Agreement between the City and Jersey City Redevelopment Agency in order to continue to develop the Morris Canal Greenway.

The current Agreement expired on January 1, 2026. The renewal would extend the Agreement for an additional three (3) years and expire on December 31, 2028 or at the completion of the Morris Canal Greenway, whichever happens first.
