An Ordinance approving an easement agreement by and between the City of Jersey City and AR Scitech LLC for the benefit of the public for pedestrian access and passage over and across portions of the propertyknown as 189 Philip Street, Jersey City, New Jersey (Block 21504, Lot 4.04).

Authorizes the execution of a public access easement agreement for public access of a sidewalk and water garden/open space area in connection with the development project at Block 21504 Lot 4.04 a/k/a 189 Phillip Street formerly part of 225 Phillip Street

Three components: include new sidewalk along east side of Philips Street for public to use in perpetuity, easement for PSEG/lighting and an elevated public garden plaza between the two 12 story building with public access with views of Liberty State Park.

An Ordinance Supplementing Chapter 332 (Vehicles and Traffic) Article VIII (Permit Parking) Amending Section 332-58 (Parking Restrictions in Residential Zones) to establish a new permit parking Zone 20 for streets adjacent to the Liberty State Park HBLR Station east of Pacific Avenue

No person shall park a vehicle in excess of four (4) hours within Parking Zone 20 between the hours of 6:00pm and 6:00am, Monday through Saturday, except public holidays, without a valid permit

Community meeting is Tuesday, April 7, 6 PM at 150 Pacific Avenue; Council will decide on Wednesday if they will move forward with current ordinance

Ordinance tabled; no public hearing. Upon conclusion of community meeting, footprint of proposed parking zone will be evaluated; may extend to a larger footprint.

Agenda Item 4.2 - Ordinance 26-017

An Ordinance supplementing Chapter 332 (Vehicles and Traffic) Article III (Parking, Standing and Stopping) amending Section 332-24 (Parking Prohibited Certain Hours) at PS 16 (96 Sussex Street).

Proposed at the request of parents of children zoned for PS 16, whose children are bused from PS 16 to the Danforth Avenue Early Childhood Center. The purpose of the ordinance change is to further facilitate the safe pick-up and drop-off of schoolchildren. The recommended ordinance change will extend the hours of the existing no parking times.

Washington St (West): School days: 7:00 am to 9:00 am AND 2:00 pm to 6:00 pm

Limits: Sussex St to Morris St AND Grand St to Sussex St

An Ordinance Amending Chapter 53 (Personnel) Article 11 (Fixed Salaries) to Modify Fixed Salaries for Certain Employees.

Through consultation with all necessary City Departments, including Departments of Finance and Law, the Mayor may elect to take a reduced salary.

For purposes of this section, in determining whether two salaries are “reasonably consistent,” the following factors may be considered, as compared between the title at issue and the same title in any other city of the First Class in the State of New Jersey: level of education; years and type of experience; prior public service; the size of the department and/or number of direct reports; the size and scope of the budget managed; and any other substantially similar factors.

A Resolution requesting permission for the dedication by rider for proceeds received through the collection of a payroll tax to be held in trust for the Jersey City Board of Education in accordance with N.J.S.A. 40:48C-14.

Permission is required of the Director of the Division of Local Government Services for approval as a dedication by rider of revenues received by a municipality when the revenue is not subject to reasonably accurate estimates in advance

Provides that the Director of the Division of Local Government Services may approve the dedication of revenues derived from specific sources as "dedications by rider" to be included in the municipality’s budget

A Resolution of the Municipal Council of the City of Jersey City authorizing the award of Affordable Housing Trust Fund monies and a developer agreement with Harmony House Holdings LLC for the HARMONY HOUSEproject located at 174-178 MLK Drive/204 Stegman Street.

44 rental units and 1 ground floor commercial space, of which ten (10) rental units will be affordable (mixture of one (1) studio, one (1) One-bedroom, six (6) Twobedrooms, and two (2) Three-bedrooms)

15 parking spaces, 25 bicycle spaces

Total project cost is approximately $14,397,275. Proposed financing will consist of the following sources: Construction Loan from Lender 1 ($7,582,381.00), Equity Financing from Lender 2 ($2,545,702.00), Permanent Financing ($7,437,252.00), Affordable Housing Trust Fund monies ($2,902,950.00), and a Deferred Developer Fee ($1,711,000.00)
