Agenda Item 3.1 - Ordinance 26-029 INTRODUCTION – May 20, 2026 9-0 ADOPTED – An Franchise Ordinance granting permission to 24 Bright Street LLC, its successors and assigns, to construct private improvements within 204 square feet of the Bright Street Public right-of-way, adjacent to Lot 37, Block 14106, on the Official Tax Assessment Map of the City of Jersey City. To permit the restoration, refinishing and refurbishing of the proposed private improvements within the Bright Street public right-of-way. Agenda Item 3.2 - Ordinance 26-030 INTRODUCTION – May 20, 2026 9-0 ADOPTED – An Ordinance authorizing an easement with the Exchange Place Alliance District Management Corporation regarding a park to be located at 95 Morgan Street. Improvements to consist of a dedicated children’s play area and a thriving community garden Agenda Item 3.3 - Ordinance 26-031 INTRODUCTION – May 20, 2026 9-0 ADOPTED – Ordinance of the Municipal Council of the City of Jersey City amending Chapter A350 (Rules of Order) of the Jersey City Code to establish the Tuesday prior to caucus meetings as the deadline for distribution of the Municipal Council meeting agenda Agenda Item 3.4 - Ordinance 26-032 INTRODUCTION – May 20, 2026 9-0 ADOPTED – An Enabling Ordinance of the Municipal Council of Jersey City amending Chapter 122-2, “Public Assemblies: Permission Required; Hours and Conditions of Operation” to change the permit hours during the 2026 FIFA World Cup for related events. a. Due to the exceptional circumstances around the 2026 FIFA World Cup, the hours 122-2.C(1) are temporarily extended from the period of June 12, 2026, through July 19, for special events expressly related to 2026 FIFA World Cup as follows: 10:00 a.m. through Sunday through Thursday, and from 10:00 a.m. to 2:00 a.m. on Friday and Saturday, all musical activity shall cease thirty (30) minutes before closing time. |

Agenda Item 4.1 - Ordinance 26-027 INTRODUCTION - May 6, 2026 9-0 ADOPTED – May 20, 2026 9-0 An Ordinance amending Chapter 218 (Multiple Dwellings) of the Jersey City Municipal Code to require disclosure, transparency, and accountability in Ratio-Utility-Billing-Systems. Enforcement: Tenant certification forms are available at the Jersey City Office of Code Compliance. These forms are intended only to assist tenants who wish to file a complaint in the Municipal Court; they are not complaint forms. As the court rule provides, a complaint charging a violation will be issued only if the court administrator finds probable cause that a violation of the Ordinance has been committed. Agenda Item 4.2 - Ordinance 26-028 INTRODUCTION - May 6, 2026 9-0 ADOPTED – May 20, 2026 9-0 An Ordinance amending Chapter 260 (Rent Control) of the Jersey City Municipal Code to regulate Ratio Utility Billing Systems in Rent-Controlled Dwellings. RENT—Any price for the use of a housing space JCAOA expressed concern and suggested additional clarity was needed for the language of both ordinances. The adopted amendments are noted above for properties utilizing RUBS. |

Agenda Item 10.5 - Res. 26-288 ADOPTED – May 20, 2026 9-0 A Resolution authorizing the City of Jersey City to accept a donation of $5,000.00 from Silverman Buildings for the purpose of sponsoring the Department of Public Safety’s Senior Community Outreach Program. Agenda Item 10.6 - Res. 26-289 ADOPTED – May 20, 2026 9-0 A Resolution authorizing the City of Jersey City to accept a donation of $5,000.00 from Liberty Harbor North Partners for the purpose of sponsoring the Department of Public Safety’s Senior Community Outreach Program. Held in Liberty State Park on Tuesdays and Sundays in July and August Agenda Item 10.15 - Res. 26-298 ADOPTED – May 20, 2026 9-0 A Resolution authorizing the execution of a Memorandum of Understanding regarding the Flag Cities event to take place on June 12. This is a free event for the general public. All attendees will be asked to RSVP through FCE ticketing platform to gauge how many guests will attend the event. Flag Cities event to be held at Christopher Columbus Blvd.; 5pm until 12am and will show the match of the day.
