An Franchise Ordinance granting permission to 24 Bright Street LLC, its successors and assigns, to construct private improvements within 204 square feet of the Bright Street Public right-of-way, adjacent to Lot 37, Block 14106, on the Official Tax Assessment Map of the City of Jersey City.

To permit the restoration, refinishing and refurbishing of the proposed private improvements within the Bright Street public right-of-way.

An Enabling Ordinance of the Municipal Council of Jersey City amending Chapter 122-2, “Public Assemblies: Permission Required; Hours and Conditions of Operation” to change the permit hours during the 2026 FIFA World Cup for related events.

a. Due to the exceptional circumstances around the 2026 FIFA World Cup, the hours 122-2.C(1) are temporarily extended from the period of June 12, 2026, through July 19, for special events expressly related to 2026 FIFA World Cup as follows: 10:00 a.m. through Sunday through Thursday, and from 10:00 a.m. to 2:00 a.m. on Friday and Saturday, all musical activity shall cease thirty (30) minutes before closing time.

An Ordinance amending Chapter 218 (Multiple Dwellings) of the Jersey City Municipal Code to require disclosure, transparency, and accountability in Ratio-Utility-Billing-Systems.

Enforcement:

Tenant certification forms are available at the Jersey City Office of Code Compliance. These forms are intended only to assist tenants who wish to file a complaint in the Municipal Court; they are not complaint forms. As the court rule provides, a complaint charging a violation will be issued only if the court administrator finds probable cause that a violation of the Ordinance has been committed.

An Ordinance amending Chapter 260 (Rent Control) of the Jersey City Municipal Code to regulate Ratio Utility Billing Systems in Rent-Controlled Dwellings.

RENT—Any price for the use of a housing space. It includes includingany charge, no matter how set forth, paid by the tenant for the use of any service in connection with the housing space including but not limited to utility fees, however calculated.

JCAOA expressed concern and suggested additional clarity was needed for the language of both ordinances. The adopted amendments are noted above for properties utilizing RUBS.
