Agenda Item 3.1 - Ordinance 26-009 INTRODUCTION – February 25 2026 9-0 An Ordinance amending and supplementing Chapter 160 – Fees and Charges. Division of Housing Preservation assessed its current and projected administrative responsibilities and determined that registration andapplication fees must be increased to ensure continued and effective administration of Chapter 260. Agenda Item 3.2 - Ordinance 26-010 INTRODUCTION – February 25 2026 9-0 An Ordinance supplementing Chapter 332 (Vehicles and Traffic) Article II (Traffic Regulations) amending Section 332-5 (One-way Streets) on Franklin Street between Palisade Avenue and Central Avenue. The purpose of this ordinance is to convert Franklin Street between Central Avenue and Palisade Avenue to one- way westbound travel to accommodate the installation of a two-way protected bikeway. This configuration was tested through a demonstration project and a resolution to advance the design associated with the NJDOT Bikeways grant award was approved by City Council. Agenda Item 3.6 - Ordinance 26-014 An Ordinance of the Jersey City Municipal Council amending the Jersey City Land Development Ordinance, Chapter 345 Article I Section 6 Definitions, Chapter 345 Article V Section 62 Residential Design Standards, and Chapter 345 Article V Section 63 Non-Residential Design Standards. The purpose of the Amendments is to establish bird friendly design standards These standards shall apply to new construction, rehabilitation, and additions that require site plan approval. These standards shall be waived for new construction, rehabilitation, and additions in which one hundred percent (100%) of dwelling units are designated as deed-restricted affordable units. Materials other than bird friendly materials shall not exceed an aggregate of 10 square feet within any 10 feet by 10 feet square area of exterior wall area below eighty-five (85) feet above grade |

Agenda Item 4.1 - Ordinance 26-004 INTRODUCED - January 28, 2026 9-0 (Carried from Feb.11) ADOPTED – February 25, 2026 9-0 An ordinance authorizing the acceptance of block 11612, lot 3, more commonly known by the street address of 95 Morgan Street, from 95 Morgan Street Development, LLC. The City desires to accept the Property from the Developer so that it can be used for a public purpose that complies with the Redevelopment Plan Agenda Item 4.2 - Ordinance 26-006 INTRODUCED - February 11, 9-0 ADOPTED– February 25, 2026 9-0 An Ordinance authorizing the use of up to three percent of payroll taxes collected to be used on administrative expenses and a waiver for entities subject to an out-of-state payroll tax in accordance with recent changes to New Jersey law. The Administration is authorized to collect up to 3%; RFP to determine if collection will be outsourced or managed in-house Collections reported to date: $66.8M (2021) $79.1M (2022) $67.7M(2023) $103.7M (2024) spike from internal audit/collection effort $84.2M (2025) C. If an out-of-State municipality or other out-of-State state or out-of-State local entity imposes an employer payroll tax on any employee with respect to remuneration paid to an employee for service performed out-of-State, an employer payroll tax imposed pursuant to section 15 of P.L.1970, c.326 (C.40:48C-15) and Chapter 304, Article IV of the Municipal Code shall not apply to that employee. In such case, the employer shall submit documentation in a manner prescribed by the City regarding the employee’s residency status, the location and description of services performed out-of-State, and the applicable out-of-State employer payroll tax, to the City before any employer payroll tax obligation, imposed pursuant to section 15 of P.L.1970, c.326 (C.40:48C-15) and Chapter 304, Article IV of the Municipal Code, shall be waived.
