Agenda Item 3.1 - Ordinance 25-101 An Ordinance of the Jersey City Municipal Council approving a tax exemption and authorizing a financial agreement with Sussex Street Associates regarding a project at 177 Grand and 193-195 Grand Street pursuant to the Long-Term Tax Exemption Law, N.J.S.A. 40A:20-1 et seq. 413 units, 15% affordable units, 62 affordable housing of which 50 units are 2 and 3 bedrooms Rate of 12% of Annual Gross Revenue for the first fifteen (15) years of the agreement, estimated revenue $2.5M 7500 sq. ft. for use of a nursery school Land will also be developed to allow St. Peter's Prep to extend their football field Agenda Item 3.5 - Ordinance 25-105 An Ordinance amending and supplementing Chapter 1 (General Provisions) Chapter 218 (Multiple Dwellings), Chapter 260 (Rent Control), Chapter 254 (Property Maintenance) and Chapter 1 of the Code of Ordinances of the City of Jersey City to establish mandatory minimums for violations of housing-related ordinances. Continuing violations. 1. Continuing offense: A period that begins with a first violation and continues until compliance is established. Each day that a violation of this Code or any ordinance continues shall constitute a separate offense. 2. Single summons sufficient: The City may charge a continuing offense in a single summons, and upon conviction by plea or trial, the court may impose a separate penalty for each day the violation continued without the need to issue a separate summons for each day. For purposes of calculating daily penalties, the period of violation shall run from the date of offense alleged on the summons and shall continue until the violation is abated or until conviction by plea or trial, whichever is first. 3. Stacking: Penalties shall be assessed per violation, per day. 4. Mandatory minimums: Nothing in this section alters any mandatory minimum penalty established elsewhere in this Code or ordinance. A violation of Article II shall, upon conviction, be punishable by a fine of up to $2000 per unit, as provided in Chapter 1, General Provisions, § 1-25, but not less than $100 per unit per day of the continuing offense. Agenda Item 4.2 - Ordinance 25-097 INTRODUCED 8-1 Hulings abstained An Ordinance authorizing the execution of documents amending and releasing certain restrictions imposed on Block 15801, Lot 5 within the Jersey City Medical Center site to allow for its Redevelopment. The release of the Restrictions is required to enable the implementation of the Redevelopment Agreement which will assist the community in realizing economic and other public benefits including the JCMC’s proposed expansion of medical services offered in the Medical Center and its expansion of charitable and community centered programsserving City neighborhoods Agenda Item 4.3 - Ordinance 25-098 Agenda item 3.5 replaces this ordinance - council will move to defeat
Agenda Item 4.5 - Ordinance 25-100 INTRODUCED 9-0 An ordinance amending and supplementing Chapters 218 (Multiple Dwellings), Chapter 260 (Rent Control), and Chapter 254 (Property Maintenance) of the Code of Ordinances of the City of Jersey City toestablish mandatory minimums for violations of housing-related ordinances. Registration of Vacant Dwelling Units Violations and penalties - A violation of Article I shall, if not addressed in 30 days, be punishable by a fine of up to $2000, as provided in Chapter 1, General Provisions, § 1-25, but not less than $100. A violation affecting more than one tenant shall be considered a separate violation as to each tenant per day. Harassment and Eviction Violations and penalties - A violation of this article shall be punishable by a fine or imprisonment as set forth in Chapter 1, General Provisions, § 1-25, but there shall be a mandatory minimum of $100 for a violation unabated after 30 days. A violation affecting more than one tenant shall be considered a separate violation as to each tenant per day.
