Agenda Item 3.1 - Ordinance 25-074 An Ordinance of the Jersey City Municipal Council amending the Jersey City Official Zoning Map. Minor update to the Official Zoning Map regarding a change along a portion of Palisade Avenue – rezoning properties from the R-3 District to the RC-2 District. A number of lots on the east side of Palisade Avenue near Hoboken Ave / Route 139 are currently zoned R-3. It’s recommended that these lots are rezoned from R-3 to RC-2 to continue the rezoning of this corridor conducted in Phase 1 of the Master Plan Implementation. Agenda Item 3.2 - Ordinance 25-075 An Ordinance amending Chapter 160 (Fees and Charges) establishing Zone 3 Permit Fee. NEW - Itinerant food truck parking - Zone 3: $4,250 per year to be paid in 5 monthly installments due on the first of each month EXISTING - Zone 1 10,000.00/year, 12 monthly installments; Zone 2 4.00/hour Agenda Item 3.3 - Ordinance 25-076 An Ordinance amending Chapter 218 (Multiple Dwellings) Section 12 (Preventing Algorithmic Rent-Fixing in the Rental Housing Market), of the Code of Ordinances of the City of Jersey City. Amending 218-12 section 2 to clarify language (amendment is underlined): It is unlawful for any real estate lessor, agent, or subcontractor thereof, to subscribe to, contract with, VIDEO: Discussion of updated language Agenda Item 3.4 - Ordinance 25-077 An Ordinance of the Jersey City Municipal Council for the amendments to Chapter 345-31 of the Land Development Ordinance regarding the General Development Checklist. In recent years, the Jersey city Licensing and Permitting website has permitted City Planning to digitize processes. The Jersey City Planning Board has determined that the General Development Checklist required updates regarding digital submissions, stormwater management, and removing text related to an older version of the Inclusionary Zoning Ordinance. |

Agenda Item 4.1 - Ordinance 25-065 INTRODUCTION – May 21, 2025 9-0 Carried to June 25 Council Meeting An Ordinance opting into the Garden State C-Pace Program to facilitate the Financing of C-Pace Projects (Commercial Property Assessed Clean Energy). Facilitating the direct financing of clean energy and resiliency-related improvements on commercial and certain other types of property will enable the City of Jersey City to contribute toward the goals of community sustainability and the reduction of greenhouse gas, carbon emissions and energy consumption, while also providing a valuable service to the citizens of this community that will create jobs and strengthen ratable base. Municipalities may “opt in” to the Garden State C-PACE Program to facilitate the Direct Financing of C-PACE Projects. Agenda Item 4.2 - Ordinance 25-066 INTRODUCTION – June 11, 2025 9-0 An Ordinance Amending and Supplementing Chapter 90 (Animals) of the Jersey City Municipal Code Department of Health and Human Services is updating its fees for the services provided throughout the City and therefore is proposing to amend several ordinances and updates to reflect Division of Animal Care and Control. Agenda Item 4.3 - Ordinance 25-067 INTRODUCTION – June 11, 2025 9-0 An Ordinance Amending and Supplementing Chapter 99 (Barbershops and Beauty Parlors) of the Jersey City Municipal Code. BEAUTY CULTURE - Any or all work performed by any person usually called hairdressers, cosmetologists, cosmeticians, beauticians or beauty culturists in so-called hairdressing or beauty shops. Such work is for the cleanliness and beautification of the hair, such as arranging, modeling, dressing, brushing, beautifying, curling, waving, straightening, dyeing, tinting, permanent waving, cleansing, cutting, styling, singeing, bleaching or coloring. Such work also includes massaging, cleansing, stimulating, exercising or similar work upon the scalp, face, arms, hands or neck with the hands or by the use of mechanical or electrical appliances, with or without cosmetic preparations, external application of creams, tonics and soothing lotions and antiseptics for use with instruments or with the hands, and of the manicuring or pedicuring of fingernails or toenails and beautifying the hands or feet of males or females. Beauty culture also includes adding, removing, or otherwise utilizing hair extensions. Agenda Item 4.9 - Ordinance 25-073 INTRODUCTION – June 11, 2025 9-0 An Ordinance Amending Chapter 296 (Streets, Sidewalks And Public Rights-of-Way), Article II (Closure of the Public Right-of-Way) of the City Code Requiring Council Approval of Certain Applications for Street Closures. The following closures shall require approval of the council prior to the issuance of a permit: any closure requiring the continuous closure of ten (10) or more consecutive blocks for five continuous (5) hours or more all full and half marathons of any length. |

Agenda Item 10.28 - Resolution 25-439 A Resolution (1) Introducing and approving the FY2026 budget of the Exchange Place Alliance Special Improvement District; (2) Directing the City Clerk to publicly advertise the budget and schedule a public hearing; and (3) Directing the Tax Assessor to prepare an assessment roll of properties within the District based upon the budget. Agenda Item 10.30 - Resolution 25-441 A Resolution adopting and ratifying the 2025-2026 Budget of the Historic Downtown Special Improvement District of the City of Jersey City.
