Agenda Item 3.2 - Ordinance 25-079 An Ordinance authorizing the accepting the dedication of street & sidewalks on a portion of Chapel Avenue situated at Block 27503, Lot 14.01. Acceptance of a Dedication of Street and Sidewalk on the Portion of Chapel Avenue near the Port Liberte Ferry Agenda Item 3.3 - Ordinance 25-080 An Ordinance authorizing the execution of an easement, access and maintenance agreement between 500 Communipaw Avenue LLC (Grantor) and the City of Jersey City (Grantee) a in connection with the construction of a residential building at 500-510 Communipaw Avenue. Authorizes execution of an easement agreement affecting 500-510 Communipaw Ave. in order to widen the public sidewalk. Agenda Item 3.4 - Ordinance 25-081 An Ordinance authorizing the City of Jersey City (City) to acquire certain real property known as Block 27503, Lot 13 on the City’s Tax Map located at the foot of Chapel Avenue from Liberty National Development Co, LLC for the purposes of ensuring continued ferry service to the public. To Authorize the Agreement to Acquire the Property upon which the Port Liberte Ferry is Situated for $1.00 Agenda Item 3.5 - Ordinance 25-082 An Ordinance of the Jersey City Municipal Council amending Chapter 163- Firearms and Weapons to add Article VI- Firearm Storage Requirements. The City of Jersey City has been called upon by the community group “Everytown for Gun Safety” to establish fire-arm security laws within residences and has decided to amend and adopt fire-arm safety guidelines for residences. a. The owner and authorized user of a firearm shall, at all times that the firearm is not carried by or under the control of the owner or authorized user, secure the firearms as follows: 1. In a securely locked box, container, safe, cabinet or other suitable placein order to render such firearm inaccessible by any person other than the owner or other lawfully authorized user; or 2. Secured with a trigger lock, tamper resistant mechanical lock or other safety device, properly engaged in order to render such firearm inoperable by any person other than the owner or other lawfully authorized user. |

Agenda Item 4.1 - Ordinance 25-074 INTRODUCTION – June 25, 2025 8-0 An Ordinance of the Jersey City Municipal Council amending the Jersey City Official Zoning Map. Minor update to the Official Zoning Map regarding a change along a portion of Palisade Avenue – rezoning properties from the R-3 District to the RC-2 District. A number of lots on the east side of Palisade Avenue near Hoboken Ave / Route 139 are currently zoned R-3. It’s recommended that these lots are rezoned from R-3 to RC-2 to continue the rezoning of this corridor conducted in Phase 1 of the Master Plan Implementation. Agenda Item 4.2 - Ordinance 25-075 INTRODUCTION – June 25, 2025 8-0 An Ordinance amending Chapter 160 (Fees and Charges) establishing Zone 3 Permit Fee. NEW - Itinerant food truck parking - Zone 3: $4,250 per year to be paid in 5 monthly installments due on the first of each month EXISTING - Zone 1 10,000.00/year, 12 monthly installments; Zone 2 4.00/hour Agenda Item 4.3 - Ordinance 25-076 INTRODUCTION – June 25, 2025 8-0 An Ordinance amending Chapter 218 (Multiple Dwellings) Section 12 (Preventing Algorithmic Rent-Fixing in the Rental Housing Market), of the Code of Ordinances of the City of Jersey City. Amending 218-12 section 2 to clarify language (amendment is underlined): It is unlawful for any real estate lessor, agent, or subcontractor thereof, to subscribe to, contract with, VIDEO: Discussion of updated language Agenda Item 4.4 - Ordinance 25-077 INTRODUCTION – June 25, 2025 8-0 An Ordinance of the Jersey City Municipal Council for the amendments to Chapter 345-31 of the Land Development Ordinance regarding the General Development Checklist. In recent years, the Jersey city Licensing and Permitting website has permitted City Planning to digitize processes. The Jersey City Planning Board has determined that the General Development Checklist required updates regarding digital submissions, stormwater management, and removing text related to an older version of the Inclusionary Zoning Ordinance. |

PUBLIC HEARING ON THE FY2025 MUNICIPAL BUDGET A Resolution (1) Introducing and approving the 2025-2026 budget of the West Side Avenue Special Improvement District; (2) Directing the City Clerk to publicly advertise the budget and schedule a Public Hearing; and (3) Directing the Tax Assessor to prepare an Assessment Roll for properties within the district based upon the budget. Agenda Item 10.29 - Res 25-485 A Resolution of the Jersey City Municipal Council authorizing a Five-Year Tax Exemption with Warren at Bay, LLC for an improvement to a commercial and industrial structure located at 130 Bay Street, Block 11504, Lot 2. The project is a commercial redevelopment and conversion of an existing warehouse into a mixed-use property, comprised of office and retail space. |
